As Maricopa County Treasurer, David had the vision to bring the services provided into the 21st Century. His leadership brought enhancements both internally as well as externally to improve services for the following:
FOR THE TAXPAYER:
PRIVACY PROTECTION – Successfully lobbied for new legislation that restricted the access to taxpayers' private bank information.
DELINQUENT PARCEL MAP – Allowed taxpayers to graphically see where there are problems.
ORPHAN PARCEL PROJECT – Helped thousands of property owners identify and correct ownership and deed errors.
HOMEOWNERS' ASSOCIATION PROJECT – Helped almost one thousand HOA’s deal with delinquency and ownership issues.
GOVERNMENT EFFICIENCY -- Achieved the goal of having fewer employees while maintaining high quality service.

FOR THE COUNTY:
ONLINE PAYMENTS – Enabling the Treasurer’s website to process E-checks with no fees and a video tutorial for the public, thus increasing the efficiency of the office.
INTERNET AUCTIONS FOR TAX LIENS AND DEEDED LAND – Improved overall number of liens sold and significantly increased the local participation while making millions for the community.
PARCEL WATCH – Implementation of electronic delivery of tax bills and reminder information thus leading the way to a paperless option which also increases the scales of economy for the office.
PRIVATIZING THE DELINQUENCY CLEAN UP PROJECT – Dramatically reduced the costs to the Treasurer’s office while maintaining the cleanest tax rolls in decades
FOR THE COMMUNITY:
TAXPAYER EDUCATION – A vigorous campaign to educate taxpayers through hundreds of speeches to community groups, inserts and/or information statements to improve overall understanding of the process.
EXCESS PROCEEDS –

Providing the public access to the information through the Treasurer’s website and information on how to recover these dollars
ELDERLY ASSISTANCE FUND – Over a million dollars were set aside in the first year from the redemption of tax liens to help low income elderly people.
TREASURER INVESTMENT POOL EARNINGS – 2004 = $34 Million; 2005 = $57 Million; 2006 = $86 Million; and 2007 = $131 Million. This is over $300 Million in earnings without a loss!
